Oils aren't really a tool. A tool would be an object used on a regular basis in spell and ritual work. Oils generally are used to anoint and/or bless items or tools that one would use IN ritual or spell work, perhaps to boost their corresponding uses OR just to enhance your working. Oils can be used in a number of other ways as well. Many people will use them to anoint themselves in various pulse places to bring about the feeling of readiness when preparing for ritual, OR anoint themselves IN ritual at certain key points.
There are a number of different ways one can create their own oils. I myself have tried to make my own oils, but I'm an impatient person at times, and if it doesn't take as long as I want it to to make something, I tend to lose interest and end up forgetting (which is what happened with my Clove oil...that and it was incredibly messy to filter (considering I only had coffee filters that I could use)).
One of my favorite ways, though, to make oils would be from www.blessedbe.sugarbane.com under Altar Tools: Oils.
Essentially you take some oil and place it in your mortar and pestle with a little bit of herbs. You crush the herbs into the oil, and then place it into a bottle and store it in a dark place for three days. On the fourth day, smell it to see if it's the desired smell.
Repeat this process until you get the smell to be as strong as you like. When it's right...strain it in cheesecloth (I only had coffee filters lmao), and store in a tightly capped, dark glass bottle.
Now, this site says to add a tincture of benzoin as a preservative, but I don't have any benzoin, so I suppose it could be optional, your oil would probably just not last as long.
There are lots of other ways too to make oils, like boiling, but I don't know how to do that. I like simpler ways.
